I can tell you from my experience if you’re looking for cloth diapers cheap, a diaper cover with insert or prefold is probably the way to go. And, it is not a bad way to go either. I have tried a couple diaper covers with inserts and have had good luck avoiding leaks.

A diaper cover is a waterproof layer which allows for a separate absorbent layer to be placed inside. The diaper cover is then fastened (with snaps or hook and loop) on to the baby. This is one of the most inexpensive ways to cloth diaper because you only need to change the cover every few diaper changes or if it gets soiled. Thus, it is recommended that you have 1 diaper cover for every 4 absorbent inserts.

There are several different options for the absorbent layer. One of the most common options is a prefold which is laid inside the diaper cover. Also available is a flat insert which can be laid inside the diaper. Another option is a fitted diaper which is fastened to the baby (with snaps or hook and loop) and then a diaper cover is added on top.

Benefits

The benefits of diaper cover systems are:
1. Diaper covers tend to be less expensive because covers can be reused several times before needing to be washed (ranging from $12.65 to 13.95 for the covers listed below)
2. Diaper covers allow for adding additional inserts for great absorption

The downside of these systems is that they can be complicated to use. Each time you put on a diaper you must put in a new insert. While this becomes second nature to the person who does the majority of the diapering, I have heard that is can be hard for occasional users such as child care providers and dads.
